How to Import Bettas into Hawaii

 

Hawaii’s unique ecosystem is protected by some of the strictest agricultural regulations in the United States. As a result, Betta fish cannot simply be shipped into Hawaii like they can to most mainland states.

Before Fighting Bettas can ship your fish, Hawaii requires you to obtain an import permit from the Hawaii Department of Agriculture (HDOA).

The good news? The process is straightforward and typically only takes a few simple steps.

 


 

Step 1: Confirm Hawaii’s Current Import Requirements

 

Betta fish are classified as conditionally approved animals in Hawaii, meaning they require an import permit before entering the state.

Before applying, we recommend reviewing the most current requirements published by the Hawaii Department of Agriculture to ensure nothing has changed.

 


 

Step 2: Complete Form PQ-7

 

To obtain your permit, you’ll need to complete Form PQ-7, the official Application for Import Permit.

You can:

  • Download the form online

  • Obtain a copy directly from the Plant Quarantine Branch

Step 3: Provide Information About Your Shipment

 

When completing the application, you will generally be asked to provide:

  • Species: Betta fish (Betta splendens)

  • Source: FightingBettas.com

  • Purpose of import (personal aquarium, breeding, etc.)

  • Quantity of fish being imported

The Department of Agriculture may also request supporting documentation regarding the source of the fish.

Current Permit Fees

  • Single Shipment Permit: $20

  • Multiple Shipment Permit (Valid for 1 Year): $100

Step 4: Submit Your Application

 

Once your application is complete, submit it directly to the Hawaii Department of Agriculture along with any required documentation and payment.

Processing times can vary, so we strongly recommend applying well before you plan to place your order.

 


 

Step 5: Send Us Your Approved Permit

 

After your permit has been approved:

  1. Take a clear photo or scan of the permit.

  2. Email it to [email protected].

  3. Include your name and order number (if applicable).
